What This Memo Covers

Rollout scope

On 12 May 2026 the CEO confirmed four operational decisions tied to the launch of the Nutrition Assistance Integrity vertical: (1) vertical name locked, (2) vertical count update across canonical surfaces, (3) new vertical page slotted into /products navigation, (4) Pre-Settlement and Retroactive product pages to carry NAI scope language as additional coverage. This memo captures every surface that requires editing, the exact before-and-after text for canonical metric blocks, and the order of operations. It is intended for coordinated execution by Content (jilsovereign.com), BD (MCO deck), and Finance (Infrastructure Valuation Memo) before the next external distribution cycle.

The New Canonical Metric Block

Copy and paste

The following is the new canonical metric block to use across all institutional surfaces (jilsovereign.com Company menu, MCO deck cover slides, Infrastructure Valuation Memo, vendor due diligence packet, and channel partner one-pagers). This block replaces every prior version once the conflict in Section 07 is resolved.

Before (current canonical · May 2026)

Prior canonical metrics301 production services · 1.5M+ LOC · 84 patents filed · 500+ attestation checks across 16 signal categories · 10 SCN validators (scaling to 20 active + 20 standby) · 14-of-20 BFT quorum · 13+ jurisdictions · 5 sovereign vaults (US, CH, UAE, SG, BR) · 9 verticals · cryptography: Ed25519 + Dilithium-III hybrid, ML-DSA-65 PQC, Kyber KEM

After (new canonical · effective on NAI launch)

New canonical metrics301 production services · 1.5M+ LOC · 84 patents filed · 203 attestation checks across 17 signal categories · 10 SCN validators (scaling to 20 active + 20 standby) · 14-of-20 BFT quorum · 13+ jurisdictions · 5 sovereign vaults (US, CH, UAE, SG, BR) · 10 verticals · cryptography: Ed25519 + Dilithium-III hybrid, ML-DSA-65 PQC, Kyber KEM

Two values changed: 175 → 203 checks (+28 SNAP), 16 → 17 categories (+ Nutrition Assistance), 9 → 10 verticals (+ NAI). All other values unchanged.

Section 05

Pre-Settlement and Retroactive Scope Additions

Additional coverage language

The product strategy decision (per CEO sign-off) is to express Nutrition Assistance Integrity as additional coverage on the existing Pre-Settlement and Retroactive product pages, not as new SKUs on those pages. The vertical page is the canonical home for the offering. Suggested coverage-block language for each page:

Pre-Settlement Fraud Attestation · scope coverage addition

Insert under "Coverage" or "Applies to" sectionCoverage extends to EBT authorization streams under the Nutrition Assistance Integrity profile (snap.v1). The same Verdict Engine evaluates SNAP basket eligibility, retailer FNS authorization status, trafficking-pattern signals, and cardholder skimming indicators in line with ISO 8583 authorization. Sub-800ms verdict, 14-of-20 SCN quorum, FRE 902(14) Court Ready Evidence Bundle output for held or blocked transactions. State EBT agencies and EBT processors are the primary buyers for this coverage.

Retroactive Verification · scope coverage addition

Insert under "Coverage" or "Applies to" sectionCoverage extends to historical EBT transaction data under the Nutrition Assistance Integrity profile (snap.v1). State SNAP agencies and USDA OIG engagements supported. 100M records in 10 to 20 minutes, 100% scan (not sample), full CREB library output for trafficking dossiers, retailer disqualification packages, and skimming reimbursement claims under CAA 2023 § 501. Tier 1 flat fee, $150K to $750K by program size.

MCO Deck and Valuation Memo Updates

External materials

MCO Pitch Deck

The MCO deck is healthcare-specific. Nutrition Assistance Integrity does not change the MCO pricing matrix and does not require a new SKU row in the MCO two-track model. The deck updates are limited to:

Infrastructure Valuation Memo

The Valuation Memo is more substantive. Recommended updates:

Section 07

Conflicts Requiring Resolution

Two open canonical conflicts

Two metric-drift conflicts were identified between the live site and the internal canonical reference (memory) during this update cycle. Both require CEO resolution before the new canonical block is published. These should be resolved in the same operational pass so all surfaces converge on a single source of truth.

Conflict C.01
Vertical count: 9 (memory) vs. 11 (live site nav)

The internal canonical reference states 9 verticals. The live jilsovereign.com top navigation reads "Industries · 22 verticals" on the link to /products/industries. The /products page itself prominently displays only 3 verticals (VA Integrity, Transportation Integrity, Medicare Claim Attestation). Three possible interpretations:

  1. "Verticals" and "Industries" are separate concepts. Verticals = 3 named on /products (now 4 with NAI). Industries = 11 (capital markets, P2P, trade finance, EB-5, H-1B, grants, P&C, workers comp, plus 3 verticals).
  2. The "9 verticals" in memory is stale. The site moved to 22 industries some time ago; memory has not refreshed.
  3. The numbers refer to different things: 9 = active product verticals; 11 = industries broadly served by the platform.
Recommended resolution: Treat "Verticals" as the named product verticals on /products (currently 3, becoming 4 with NAI). Treat "Industries" as the broader 11 (becoming 12 with the addition of Nutrition Assistance as an industry). The canonical metric block should state "4 product verticals across 12 industries served" once NAI is live. This replaces the prior ambiguous "9 verticals" wording. All references to "9 verticals" in memory, deck, and valuation memo should be retired in the same pass.
Conflict C.02
Signal categories: 15 (memory note) vs. 16 (live site)

Memory references "500+ attestation checks across 15 categories (16 in some contexts, pending lock)." The live site states "500+ attestation checks across 16 signal categories." The live site is the source of truth. The 28 new SNAP checks add a 17th category named "Nutrition Assistance."

Recommended resolution: Lock 16 as the prior canonical (matching live site). New canonical post-NAI is 17 categories. All memory references to "15 categories" should be retired.
Section 08

Order of Operations and Owner Sign-Off

Execute in sequence

Recommended sequence to roll the launch cleanly. Steps 1 through 3 are gating; steps 4 through 9 can execute in parallel once the gates clear.
