Non-custodial, not "non-custody-shaped"
The asset never enters JIL. We sign an attestation; we never hold a key. Your qualified-custody posture is unaffected. We sit outside the chain of custody, by construction.
Court-ready, not just compliant
Every PSA is anchored to CourtChain™ (sealed evidence ledger). FRE 902(14) admissible without testimony. Material when a customer's auditor asks "prove this transit was vetted at 09:14:32 UTC."
One POST, four findings, fourteen signatures.
A custodian-side caller (your policy module, or an enterprise customer's TAP) issues POST /v1/preclearance/validate with a transit body. The pipeline runs four stages in parallel - Endpoints (BFT address consensus), KYC, Sanctions, Risk - rolls up to a verdict, signs, persists. The response is a PSA + 14 signatures. Your policy module enforces.
What the PSA actually contains
Source + destination address, asset, amount, custodian, exchange, sender + receiver IDs, four stage findings (each with a status and a details object - sanctions list versions, KYC jurisdictions checked, risk score + signals, BFT quorum proof), overall verdict, expiry, fee record, 14 validator signatures with jurisdiction metadata. Reproducible from canonical bytes; no hidden state.

Week 4 - Enforce + measure
Move that product line to enforcement. Record blocked-attempt count, false-positive rate, latency observed. POC ends with a go / no-go and an MSA on the table.
