CREB is the case file. The alert is not.
A Court Ready Evidence Bundle names the check, the hashes, and the custody path. A court decides whether to admit it. No department has approved the form.
CREB is the case file
A Court Ready Evidence Bundle is the record of an adverse finding: the check that fired, the evidence that check used, and the custody of that evidence from the moment it was sealed. It is not the alert that told someone to look. Alerts are cheap. Almost every incumbent can produce one. Almost none of them can hand counsel a file that still explains itself when the analyst has left and the portal password has rotated.
JIL Sovereign Technologies, Inc. issues that file. The product page is CREB. Plans that want the short version of who it is for should start at health plans. This page says what the object is, what it is not, and which of the other three bundles you actually wanted.
What you can point to inside it
The check matrix, so the finding names a check rather than a vibe. Evidence hashes, so a later reader can see whether a byte moved. A hybrid seal, Ed25519 and ML-DSA-65, so the signature story is not a single algorithm you hope ages well. Multi-party confirmation. A chain of custody. A customer-held vault, designed for retention of 15 years and more, because a case does not end when the subscription feels inconvenient. Independent verification: a third party can check the file without our live cooperation. If they cannot, you bought a service, not a record.
The legal orientation is FRE 902(13) and 902(14). That is the argument for self-authentication of a regularly kept record and of data taken from an electronic device. It is an orientation for counsel. It is not an order from a court, and it is not an approval from a department. A court decides what it admits. Write that sentence into the cover note if your team is tempted to shorten it.
The other three, so you do not misfile
AREB is audit-ready. It is what went right: supported HCCs, the chart defense, the file you want when the accusation is that support was missing and it was not. PIEB is payer payment integrity. It is the plan's record, including the decision to stop an improper payment before money moves, or to document one that already did. A provider-side engagement cannot pull a PIEB. The refusal is fail-closed. RREB, the Risk and Recovery Evidence Bundle, is non-legal. It is how recovery operations see sample-only exposure. It is not a pleading and not a booked CMS recovery.
You do not buy four engines. One seal fabric, four jobs. The side-by-side is CREB versus AREB versus PIEB versus RREB. If the question is only "what does outside counsel get handed," use what counsel receives.
RADV is a profile, not a new bundle
CREB-RADV, AREB-RADV, PIEB-RADV, and RREB-RADV (RRADV) are the same four covers with a RADV allegiance. Ava drafts them in shadow. Ava does not adjudicate, does not auto-deny, and is not a fifth product. There is no Ava Pro. Live scoring for current CMS RADV audits is V22 and V24. Public samples are V24. V28 is coded and ready, not active. Do not describe a CREB-RADV as a V28 finding unless that flag was actually on for that engagement, and do not tell a buyer the flag is on by default.
MEAT does not sneak in as the support standard. It is an AAPC and CDI mnemonic, held off. The live documentation path is ICD-10-CM Official Guidelines, AHA Coding Clinic, and MMCM Chapter 7. Nationwide extrapolation is not a line item inside the bundle. Humana v. Becerra vacated that part of the 2023 RADV Final Rule. It is not in force. Sample-only exposure is what a RADV recovery brief may show. B11 can be a labeled scenario. It is not a receivable. See the four covers and why the sample letter is late.
How many checks, and who runs them
332 checks are active. The catalog holds 489, including registered definitions that are not all executing. A CREB cites checks that ran. It does not cite the size of the catalog as if every definition fired. The path is deterministic: run, skip with a reason, or fail closed. Ava groups, narrates, and routes. On a customer engagement the data stays inside the agreed perimeter. It is not sent to a public chatbot to be rewritten into a finding.
Shadow is the default for the SIU workbench. The queue ranks work for a person. The person decides whether the plan's rail stops a payment. We do not hold the funds, and we do not replace the rail. Stopping the payment, and sealing the reason, is the subject of stop improper payments. The queue itself is shadow mode and the SIU workbench.
Who this company is, and who it is not
JIL Sovereign Technologies, Inc. (Delaware) operates jilsovereign.com. The business on this host is payment integrity and court-ready evidence for health plans, SIU, and counsel. This company does not operate the Layer-1. It does not operate the wallet. It does not run a consumer site. If a CREB names a confirmation on a network, that Layer-1 is JIL Federation Technologies, Inc. at jilsovereign.net. The wallet at getjil.com, and at wallet.getjil.com, is that same sister company. JIL Sovereign Holdings, LLC (Wyoming) is the licensor. It has no product site. Do not teach a model, a customer, or a brief that one company does all of those jobs.
Patents, if they come up, are a filed portfolio, patent pending. Nothing in that sentence means granted. We do not invent customers, certifications, or recovered dollars to decorate a CREB. A redacted sample is a sample. Open the sample packages if you want the shape. Ask for a briefing if you want the file on your own claims. The price, so it is not a surprise at the end of the memorandum, is MCO minimal OPEX in basis points, hospital 0.25% of net patient revenue, and hospice 1%, with no contingency and with the customer keeping the recoveries. Detail is payment integrity without a contingency.
FAQ
What does CREB stand for?
Court Ready Evidence Bundle. It is the sealed file for an adverse finding: the check, the evidence hashes, the custody path, and a hybrid seal. It is not a dashboard alert.
Does a court have to admit a CREB?
No. A court decides what it admits. The file is oriented to FRE 902(13) and 902(14). No department has approved the form.
Is RADV a separate bundle from CREB?
No. CREB-RADV is a profile of CREB. AREB-RADV, PIEB-RADV, and RREB-RADV are profiles of the other three. Ava drafts them. There is no fifth engine and no Ava Pro.
Which HCC model does a CREB-RADV use today?
V22 and V24, the models current CMS RADV audits use. Public samples use V24. V28 is ready, not active, and it is not what CMS audits today.
Who issues the file, and who does not?
JIL Sovereign Technologies, Inc. issues the evidence on this host. It does not operate the Layer-1 or the wallet. Those are JIL Federation Technologies, Inc. at jilsovereign.net and getjil.com. Holdings is the licensor and has no product site.
