Settlement intent enters pipeline with amount, counterparty, asset type, and jurisdiction attached.

Evaluate Rules

Policy engine evaluates every active rule deterministically. Threshold checks, compliance flags, and risk scores are computed on-chain.

Release or Hold

If all conditions pass, settlement releases. If any rule triggers, funds enter escrow until the hold condition is resolved.
