Each proposed disbursement is scored against fraud, diversion, and policy-violation patterns before settlement. Disbursement events are anchored to CourtChain with FRE 902(14) cryptographic provenance.

Diversion mathematically impossible

Transient tokenization wraps each grant with its policy as metadata. Tokens can only be redeemed in ways that satisfy the policy. Diversion becomes detectable at the protocol level rather than discovered after the fact.
