Independent Claim 49.1
A system for settlement of institutional digital-asset transfers, comprising a plurality of SCN validator nodes organized into N affinity groups each spanning at least three geographically-distinct jurisdictions; an affinity-routing engine that routes each incoming settlement request to exactly one group based on a multi-attribute tuple of (counterparty, asset-chain, settlement-currency); a per-group Byzantine Fault-Tolerant quorum module producing a sealed authorization when at least 70% of the group's SCN validators sign; and a cross-group coordination module executing a two-phase sealed attestation protocol for requests that span multiple groups; wherein single-group settlements finalize without coordination with other groups, enabling throughput to scale substantially linearly with N.

Novelty Over Prior Art
Solana, Aptos, and Sui shard by state or account hash and do not preserve jurisdictional invariants. Polkadot and Cosmos parachains are independent chains, not affinity-partitioned BFT groups under a single attestation manifold. Traditional PBFT and Tendermint are single-group. No prior art combines (a) affinity routing by counterparty-plus-chain-plus-currency tuple, (b) per-group local BFT, (c) cross-group two-phase sealed attestation, and (d) jurisdictional invariant preservation.
Enablement & Production Status
Ten mainnet SCN validators operational across 10 jurisdictions with 14-of-20 BFT capacity. Affinity-routing prototype exists in the market-state service. Scaling roadmap to N=4 groups documented.
